| On behalf of the founder of "The Power and administration in the East of Russia" journal – the Russian academy of national economy and public administration under the Russian President" – receive congratulations with coming 2017!
Forthcoming year the journal will follow the traditions created during the almost twenty-year history of our scientific publication. In 2017 on the pages of ourjournal in the heading "the Far East: new strategy and models of development" interpretation of the problems reflecting the Far-Eastern vector of the state policy will be continued. Within the activization of interaction of the journal with the state bodies of the Far-Eastern federal district the work on placement in the journal of the articles and materials of the heads of public authorities and the local self-government is continued; on publicizing of practice of the public and municipal authority in the subjects of the Russian Federation in the Far East, problems of development of the interregional cooperation, functioning of the territories of advancing social and economic development, fixing of the population and the other topical issues. Special attention in 2017 will be paid by the journal to the problems of development of interaction of the Asia-Pacific countries. Forming of the heading devoted to the best domestic and foreign practices in the sphere of economy and management including publication of the expert and analytical materials prepared with the involvement of leading scientists and experts of high level is planned. Along with the traditional headings "Theory and management practice", "Economy", "Legal framework", "History and present", "Sociology, philosophy, cultural Science" within the announcement 2017 the year of ecology the new heading "Environmental policy" is entered. We hope that the journal will become one of the active platforms for scientific discussions on the topical issues of development of the East of Russia. | |||

Forming of the regional institutes of financing of innovative projects of a "seed" stage of development | |
| The small innovative enterprises are considered as the main propeller of innovative development of the region. At the same time, the entrepreneurs implementing the innovations meet difficulties of investment attraction in the projects of "seed" stage. The impossibility, for the most companies, overcoming then investment barrier leads to the forced termination of perspective projects. As a result, the innovative capacity of the region remains unrealized. Forming of the regional institutes of risk financing can be one of the problem resolutions. In the Khabarovsk territory there is an approbation of such institute created in the form of regional consolidation of "business angels". The reasons and results of work of the regional alliance of venture investors are provided in this article. Transport complex: experience of regional strategic planning | |
| In this article, the authors propose a principled approach to the assessment of risk of the forest complex load. The approach involves the construction of "antifragile" system capable of adaptation and co-evolution. Since the forest complex is an open system, the impact of the external environment will inevitably create imbalances and contradictions. Detection of imbalances and contradictions, as well as the assessment of the risk burden on the industry, generated by them, should contribute to the sustainable development of the forest complex. The framework of the approach proposed a new classification sign of risk: the level of mutual influence. So the authors distinguished the private risk (white risk), complex (gray) risk, as well as an integrated complex (black) risk. The author's approach is that the industry risks tend to accumulate and animation, and therefore the consequences of realization of the risks may be of a fatal, destructive. Since the multiplier effect entails the simultaneous implementation of a set of events, evaluation of the probability of such event is extremely difficult, therefore, this approach focuses on the assessment of potential damage, identification and description of complex risks. The result of application of a technique should be forecast, which will allow the user carry out a set of measures to minimize the damage. | |||

| The article shows the urgent questions of cardiovascular care for citizen of the Far East Region, as well as the main results of a comprehensive analysis of the activities of clinics providing cardiovascular medical care, assessment of cardiovascular care through the analysis of duty journeys, the quality of patient selection for surgery, study the views of patients, physicians and health authorities about the organization, the level of accessibility and quality of health services. Urgent problems of high-tech medical care (HTMC) providing to the population in the Far East Region were formed. Ways to optimize the medical care system for patients with cardiovascular disease were identified and scientifically based. | |||

| Within the Strategy of development of the housing and communal services in the Russian Federation for the period till 2020 the state made the decision to work a question of use of the other forms of public-private partnership (on the equal basis with concession) for the purpose of attraction of private investments into the housing-and-municipal sphere. Since January 1, 2016 the Federal law of 13.07.2015 No. 224-FL "About the public-private partnership, municipal and private partnership in the Russian Federation and modification of the separate legal acts of the Russian Federation" which purpose is a creation of legal conditions for investment attraction in the economy and improvement of the quality of goods, works, services in different spheres of the national economy, including in the housing-and-municipal sphere works. Use of the mechanisms of public-private partnership in the housing-and-municipal sphere will allow attract investments into the economy and to increase the goods quality, works, services, and also to improve the infrastructure condition. In the article the value of partnership of the state and business for the solution of tasks in the social sphere is revealed. | |||

| The article reveals the problems of state regulation of devel-opment of the housing and communal services of Russia. The au-thor analyzes the powers of the Ministry of construction and hous-ing and communal services of the Russian Federation on housing and communal services reform. We examine the results of economic activity in the housing sector of the Khabarovsk territory, as well as regulations on the matter.
The ways of improving the regulation in the sphere of housing and communal services of the Khabarovsk territory, the essence of which is: - in the distribution of economic and administrative functions; - transfer of the municipal utilities to the private ownership; - in the determination of control object, subjects carrying out such management methods and management of the apartment buildings; - reforming the housing sector through the optimization of the extent of state's presence in this area, and also creation its current status as a compact system covering the existing housing stock and what is being built. |

Credit behavior of the population: regional comparative analysis | |
| Formation and optimal use of skilled reserve is regarded as one of the priority directions of the public skilled policy. The presence of skilled reserve allows to provide substituting for vacant positions in case of achievement by the civil servant of maximum age, discharge, vacation, natural leaving, and also structural transformations of organs of management. However the normative legal base of skilled reserve work remains one of the most debatable questions of skilled politics on the government service. The article presents a comparative analysis of the methods of formation and types of skilled reserve of the civil service and public service of other species on the example of the Federal Fire Service of the State fire service, revealed the specifics of training for those who are in reserve of the Мinistry of Emergencу Situations (MES) of Russia, proposed solutions to the problems associated with the contradictions in the law of federal and departmental level. | |||

| In this article activities of the Russian system of financial monitoring in the modern period, negative influence of the western sanctions on the economy of Russia, activities of the Federal service on financial monitoring, efficiency of the measures of counteraction to laundering of the income gained in the criminal way are considered. Search of the allowances directed to reducing of the federal budget deficit is offered, the risk management of legalization of the criminal income including the different elements is analyzed: identification, analysis, assessment, control and decrease in the risks. The attention is paid to considerable financial losses from the capital flight and to clarification of the reasons of this negative phenomenon. It is affirmed, that in a case of removal of sentences by the judicial system on the structures about legalization of criminal income practically doesn't apply the article of the Criminal Code of the Russian Federation about confiscation of the property. Measures for an increase in effectiveness of the system of financial monitoring in the conditions of forthcoming visit of inspection of the Group of development of financial measures of anti-money laundering are proposed (FATF). | |||

It is caused by the fact that there are social national groups which are in great need in the social and economic protection of the state. Social and economic security acts as one of the most im-portant indicators of wellbeing of the country, the certain subject, the population of the specific territory. | The results of sociological measurement of international relations in Khabarovsk in the system of objective and subjective factors and conditions are presented in this article. They demonstrate that at a normal and frictionless state of international relations in the city district the considerable potential of contradictions is revealed. They are covered in rejection with a part of urban population of behavioural characteristics of labor migrants, features of their communication; in the representations created under the influence of mass media about threats of radical Islam, extremism and terrorism. Results of the poll staticize the need of development and adoption of additional measures for strengthening of the international relations and to the ethnocultural development of the city community. | |||

| In September, 2016 in Russia the State Duma elections of the seventh convocation took place. In this article analysis by the results of last election campaign on all 14 political parties participating in the elections in our country, and, in particular, across the Khabarovsk territory is carried out; the reasons of electoral preferences of voters are considered; election results in the State Duma of the Russian Federation of 2011 and 2016 are compared. In the article the suggestions, concerning the changes in dynamics of the electoral support of political parties, and also some possible aspects in the activities of political parties connected with the prospects of further development of the Far-Easten region are considered. | |||

| In this article the short sketch of development of environmental management and environmental protection in Russia of XIII – the first half of the 20th centuries is given. Special attention is paid to the influence of geographical, environmental conditions the management of nature. Physiographic conditions considerably determined the administrative-territorial division of Russia in the XIII – XV centuries; the extensive territory allowed develop a long time extensive agriculture; the Russian way of colonization of new lands was also created considerably under the influence of an environment. The natural factor brought to life such tradition of environmental management activities as the wasteful attitude towards the natural wealth that negatively affected economic development of the country and the ecological situation. On the contrary, the tradition of the state intervention in all spheres of life of the Russian society in the case of environmental relations proved as exclusively positive. In this article the most significant state documents regulating the use of natural resources and environmental protection in Russia and the USSR are noted (XV – the first half of the 20th century). | |||

| The article presents the results of a study of vocational attitudes, job preferences and the image of the ideal job among students of educational institutions. The relevance of studying the influence of professional choice is related to the necessity of consideration of features of reproduction of labor resources in the Khabarovsk territory. The article analyzes the changes in the preferences of students to selected professional activity. Focuses on the dynamics of building professional development pathways. It is revealed that depending on the rate of change of the indicators of satisfaction with higher education, i.e. the higher the age and rate, the more difficult the process of transformation of views about the work of selecting certain expectations. Deinstitutionalization of a social orphanhood: social and psychological aspects | |
| In this article methodological approaches to a concept of the category of orphanhood deinstitutionalization are analyzed based on what theoretical idea of the essence of deinstitutionalization of an orphanhood and a social orphanhood is offered, that allowed interpret, describe and explain more precisely empirically a number of the observed phenomena in the sphere of guardianship of the orphan children and the children without parental support. Besides, the problems of deinstitutionalization of a social orphanhood are reflected in a new judgment, conclusions are drawn on the effectiveness of managerial impact and the prospects of its enhancement are designated. | |||

Legal regulation of religious units: amendments of the law | |
| In the article the changes and amendments concerning the regulation of activity’s religious units are analyzed. Most essential amendments were done during 2013 – 2013’s. It was clarified the civil status of religious organizations and conditions of religious units’ activity. In particular, in the accordance with the law, religious groups should inform about the beginning of their activity to an authority empowered to take a decision on the state registration; it was introduced the concept «missionary activity» and were indicated conditions its implementation, etc. Authors of the article show that on the one hand there is some liberalization of the law about freedom of conscience and freedom of religion (for example, there is an amendment that teach of religion isn’t an educational activity, specification of what aspects of the religious organizations’ activities are defined by their internal rules), strengthening counter to extremism. On the other hand, there is a tighter control over the religious activity of people and a significant limitation of their constitutional right to the freedom of conscience and freedom of religion. | |||

| The pharmacological support of the country is one of the most important social problems in the state. The revolution and civil war are led to changes in the political, economic, social and other situations in the country, changing the trend of development of legal system, including in the scope of circulation of medicament. The positivist paradigm of Russia's development in this period was the rigid centralization of the state agency and the nationalization of production. The author analyzed the legal regulation of medicines circulation of the Soviet state from 1917 till 1920. On the basis of archival material certain aspects of the formation and evolution of legal regulation medication during are identified and disclosed. A tendency of borrowing of legal system to the regulation of certain legal relations in the Soviet state is described. The researcher emphasizes the class character of the passed law. | This article discusses the key issues and variants of international cooperation of Russia and China, as well as the characteristics of cross-border interaction between these countries. It is shown that for the cross-border territories their intensity and type of interaction are characterized. The analysis of volume and structure of export shows the spatial pattern of interaction between the countries and a place of the certain regions. The author focuses special attention on the fact that in the Far East exports are dominated by natural resources, particularly the timber and products made of it. As the indicators of effectiveness of international interaction, the trade turnover per capita in the border areas, the level and rate of growth of productivity of work are discussed. The main focus of improving the efficiency of the cross-border cooperation is the establishment of cross-border umbrella structures on the basis of system-cluster approach and the based choice of four strategies (design, enterprise, network and corporate network) the most appropriate in the specific circumstances. | |||

| The article analyzes the main tendencies of development of forest complex of the Khabarovsk Territory and the activities of forestry companies in the context of sustainable development. Based on the statistical data the author consider economic, ecological and social projection of sustainable development of the forest complex. In the course of the analysis revealed that the development of forest complex of the Khabarovsk Territory is unstable. Despite the fact that government implemented priority investment projects of the processing harvested timber, created areas of advancing socio-economic development the economic condition of the forestry companies and the forestry industry remains extremely difficult. There are many problems corresponding to the extensive growth of the timber industry of multi-wood region than for the sustainable development. All of this should be consider when public authorities of the regions designing policies for sustainable development of the forest complex and forestry companies, the development of the strategy and objectives of the forest complex. | |||

| The purpose of this research work is the analysis of the operating management processes, accompanying it documents and the offer of systematization in the form of the scheme. The cycle which concludes five blocks became a result: goal-setting, planning, budgeting, monitoring and control, and also the efficiency evaluation. The basic provisions which are based on the planning processes and forms of the reporting are given in each of the blocks. Implementation of the legislation in the municipality strategy became a starting point in revaluation of the separate directions of development. Documents of the social and economic, budgetary and territorial planning are considered from the point of view of close interrelation and interdependence for implementation of human potential and improvement of the conditions for spatial development. Selection of the results of social researches, and also the materials of public discussion is carried out. In the work regulatory legal acts, departmental information is used. The result of work is the conclusion about the substantial party of the management system and a need, a possibility of structuring processes in the municipality, thanks to the forming of strategic priorities. | |||

| In this article the basic directions of the youth policy of the Khabarovsk territory are presented in the direction of promoting a healthy lifestyle of young people. Results of the analysis of sociological research monitoring are conducted on the territory of the region. The author evaluates the activities of the executive authorities of the region that implement youth policy, through which identified lack of work in the information pop lifestyle of a young healthy person. The au-thor points to the problem of the training of young people the basic skills of a healthy lifestyle, as well as creating understandable for young people and popu-lar common media stereotypes of information. It concluded that there was insuf-ficient direction in the implementation of youth policy in the Khabarovsk region, defined by the main direction of information in the field of creation and dissemi-nation of social advertising. | 23. | Mendel A.V | Independent evaluation of the quality of reading and understanding texts by the students: sociological analysis |
| The article presents a survey of the ways how elementary school students of the Khabarovsk territory read and understand texts. The author focuses on the factors and conditions that have an impact on the quality of reading and understanding texts by junior schoolchildren. Among them are family resources, parental attitude to reading, classes for preschool-age children, kindergarten’s attendance, students’ attitude to reading, and teachers’ demographic characteristics. The results of an independent education quality assessment in the region are compared with the international comparative research results on the same topic of research. It also offers a list of scientific and practical recommendations that can be used to increase younger students’ reading literacy. | 24. | Shokurov D.V | Realization of the youth policy in the area of healthy lifestyle: sociological aspect |
| The article considers distribution agreements concerning the inclusion of vertical restrictions in the agreements which affect competition in the market. It analyses prohibitions on anticompetitive contract terms stipulated in Russian antimonopoly legislation, the practice for the application of the prohibitions as well as the exemptions from them. The provisions of the Russian competition law regarding prohibition of resale price maintenance are compared with the similar provisions of the competition law in the EU and the competition law in the US. Consideration has been given to some deficiencies in the current Russian antimonopoly law and the ways to improve it are outlined. Russia and other countries law enforcement research leads to the conclusion that there is a need for developing and improving of sub-legislative regulatory provisions to provide detailed regulation of the analysis and evaluating of distribution and other agreements by the competition agencies. | |||
