On March 27, 2015 the debating club "How to live and manage in the Far East of Russia?" held the next meeting at which with the main report "The Problems of demographic reproduction of the population in the Far East in the conditions of economic growth" made a speech V. F. Efremenko, Candidate of Economics, docent of DVIU – branch of RANEPA under the Russian President. Representatives of the scientific, public organizations and state bodies participated in the meeting. In the discussion of the report participated: V. K. Zausayev, Doctor of Economics, professor; N.M. Baykov, Doctor of Sociology, professor; E.N. Galichanin, Doctor of Economics, professor; E.S. In the article some questions of development’s stability of the subjects of the Russian Federation in the Far East are considered. Specifics of economic activity and the life support of the population in the largest across the territory and the smallest by the number of inhabitants federal district of the country impose the feature and on the solution of the questions of ensuring the development’s stability of the Far-Eastern regions. It is shown that for the years of market reforms the economic and social status of the regions didn't gain necessary development yet, there are considerable difficulties for an exit to a trajectory of a steady development. The main directions of ensuring stability of economic and social development of the regions of the Far East are designated, factors, influencing their realization are drawn.

Strategic documents of development of the Far-Eastern territories of Russia provided the deep social and economic transformations. The expected positive effect from them can be reached only by the careful study of the content of the strategy. The central place here belongs to the character’s determination of the sociality, in total with the economic factor determining the main reference points of the transformations conceived for the next decades. Sociality, in a broad sense of this concept, is supposed to act as a basic (key) element in formation of the population, its new structures providing stability and dynamism of the solution of the purposes and tasks provided by transformations. The central place in promotion of the incentives on the involvement of immigrants to the Far-Eastern territories, achievement of the quality of life, worthy for the Far-Easterners and their involvement in the processes of active improvement of the conditions of activity is given to the sociality. More detailed characteristic of these questions requires their independent consideration.

In this article the analysis of the role and a place of the energy sector and power industry in national and regional development is carried out. Indicators of electricity generation and power of the generating objects in the regional section are in detail considered. It is consistently proved that the role and a place of power industry should be analyzed from a position of the problems of development of the branch as a basis of development of administrative decisions in this sphere.

Improvement of forms and methods of the state management for development and upgrading of the road system in the Sakhalin Region | |
This article is devoted to generalization of the results of research conducted by the authors in improving the state management system for development and upgrading of the road system in Sakhalin Region. There are three main aspects of this improvement: regulatory and legal; economic; organization and management. In the aspect of improving the legislation the most urgent is strengthening the system of control over the spending of budgetary funds and the quality of works performed for roads construction and repair. Improvement of the economic mechanisms in the sphere implies economically correct use of investment funds, including budget ones, public-private partnership (implementation of concession arrangements), the mobilization of unconventional sources of financing, provision of economic guarantees for the repayment of funds to a private investor. Organization and management aspect of improvement of forms and methods of the state management for development and upgrading of the road system in Sakhalin Region involves the development and the implementation of activities in different areas. The specific areas and methods of improvement and development are determined in the selected aspects.

In the present article the author considers theoretical questions, situations and problems in the sphere of professionalizing of the personnel of municipal service. One of the actual problems of current state of the training for municipal management are the identification and evaluation of the personnel capacity of municipality, formation of the uniform information base on training of the municipal employees. Investigating the works and experience of the leading scientists in this area, it is possible to draw a conclusion that during the long period of time to the problems of staffing of the local governments in the Russian Federation proper attention wasn't given. At the present stage of development of the society the vector of movement of the problems connected with the personnel potential in the field of its qualitative aspects, such as is formed: knowledge, qualification, experience, skills, and also the personal qualities. The success of formation of the system of local government in many respects is determined by those who will realize its functions in practice that generates a question of the personnel capacity of the local government.

In the article the conditions of activization of the investment activity in the mining industry on the example of the Khabarovsk territory, the prospect of development of the region in the conditions of action of the territories of advancing social and economic development are considered. The author considered as an example some investment projects, possible to introduction on the conditions of integration into the acting mining enterprises. These investment projects are perspective and in the conditions of the territories of advancing social and economic development. One of the determining conditions of the investment activity in the mining industry is the degree of investment appeal. The author notes that in the sphere of subsurface use there is no practice of evaluation of the investment projects on the terms of integration.

The paper assesses the impact of investment and exports on the region's economy. The constructed model lets us to evaluate the impact of each factor on the GRP. Constructed model adequately reflects the real economy of the region. A key influence on the region's economy provides by private investment, which is twice the effect of public investment. In this case, a key influence on regional growth over the last eight years has external factors for the region, the Primorsk territory accumulates on its territory external for itself effects.

The research of separate aspects of realization of the state policy in the housing-and-municipal sphere is conducted. The research of activity of the government bodies of the power and a role of the public in the housing and communal services in the Far East is very actually and deserves close attention. The subject devoted to the state policy in the housing sphere in Russia is caused by that the poor quality of housing-and-municipal services, and also lack of the effective control system designated serious shortcomings in the system of management of the apartment houses. The author of this article draws a conclusion that the active participation of the public in realization of the state policy in the housing-and-municipal sphere will give acceleration in the reforming of control system of the apartment houses that will cause an improvement of the quality of maintenance of the houses, and also the living conditions in general.

| 11. | Gorbunova L.I. | Development of the timber industry of the Far East through the introduction of new equipment and advanced technology (1966 – 1970) | |
In this article the author discusses questions of the development of lumbering industry of the Far East on the basis of the comprehensive mechanization of logging operations. The development of research facilities and the industry in the Far East is considered in details in the article. The author analyses work of the management of the logging companies on introducing new equipment for timber harvesting such as: a removable attachment to the chain-saw «Druzhba-4»; jaw loaders; imported vehicles; gasoline MP-5 chain saws; Soccorso-RBS-50M; MAZ-501,509 hauling cars, etc. The article reveals the main guidelines of work of the Far Eastern research Institute in the field of development of new technological processes of conducting logging operations. Specific examples show the transition of the timber industry enterprises of the Far East to the new technology of narrow strips harvesting method. The new technology, called «Primorskaya», had a number of advantages and because of the hard work of the communist party and economic management of the enterprises in the considered period, it started being used in most logging enterprises of the Far East and had led to high productivity in the industry.

The scientific article is devoted to the analysis of historical and pedagogical experience in the aspect of formation of readiness of students of non-language national universities to multicultural communication in 1946 – 1968. The author has been studied in detail the conceptual level of pedagogical theory of readiness to multicultural communication. The data obtained as the result of the analysis can be used as a basis for the subsequent reconstructing of the theory. And he opened historical and pedagogical experience as a basis for solution of current pedagogical problem of readiness of the students to multicultural communication within the educational space.

The press of the Far East during the wartime on labor heroism in the Far East during the Second World War | |
The article is devoted to the role of the press in the organization and coverage of socialist competition during the Great Patriotic War. The basic directions of propagandistic and organizational impact on the labor activity in the Far East are revealed in the examples of particular newspaper articles. A variety of forms and methods of work of the press in covering the events of labor collectives for the fulfillment and over-fulfillment of state tasks in extreme conditions of wartime have been analyzed. The results of the research allow to make an impression on the work of journalists in the Far East and to assess the effective role of the press in uncovering the labor achievements of workers of the Far East during the war. Through the analysis of newspapers‘ activity the authors reveal patriotic initiative – initiative of the masses – that manifested itself in new forms of work such as ten-day (desyatniki), month-long (mesyachniki), the movements of the centurions (sotniki) and thousanders (tysyachniki), overfulfilling the normatives in mastering related professions. The publication of newspapers on the subject contained a deeper meaning, symbolizing the unity of the front and the rear.

Problems of the censorship аctivity in the Far East of the Russian Empire during the First World War (on the example of Vladivostok) | |
The article deals with the problems that hindered the functioning of censorship of the Russian Far East during the First World War. The author reveals the censorship failors in supervising regional periodicals, analyzes the situation in which the local press violated rules of censorship. Official correspondence of employees of the local censorship is given as examples. The results of the analysis of the contents of articles and notes of the periodicals published in the years of World War I in Vladivostok, proving insufficiency of activity of local acceptable bodies are given in work. Besides, in article activity of the Vladivostok censorship in the sphere of check of correspondence of the prisoners of war placed during war in the territory of the Primorsky territory is considered. The article exposes objective and subjective reasons of the local censorship dissatisfactory activity in control over the correspondence of prisoners of the war.

The article provides an overview of the historical research on the study of everyday life of the cities of the south of the Far East. With the advent of the term "everyday life" in the eighties of the twentieth century, this subject becomes of particular relevance in historical research. There appear studies that explore both theoretical problems of the history of everyday life, and specific aspects of the subject. On the basis of a wide range of scientific works and the structure of existing research and empirical data objectively presented in these works, the author updated the question of studying everyday life of the population of remote Far East region of the Russian Empire in the historical period 1884 – 1913 years. A review of all-Russian processes through the prism of the historiography of everyday life of urban population of a given region allows to show the diversity of general historical process as a whole.

This article is about reports of the Yakut governors, which reflected the politics of the Russian empire in relation to the indigenous people. The new historical documents were published. The main finding of the whole article is that the quality and quantity of such reports depended on the personality of a governor. Nowadays these regional reports actually are true, and the work on improving the mechanism of presenting reports of the regions to the main government.

The article analyses the most important organization forms of the Japanese inbound tourism in the Soviet Far East at 1960s-1980s. There are “ships of friendship”, business tourism, recreation of Japanese children in the Soviet summer camps etc. The author demonstrated the main difficulties of development of inbound tourism: the Cold War, bureaucracy, low quality of soviet-made tours. He draws a conclusion, that tourism and cultural relationships with Japan was only the instrument for the USSR economy and diplomacy.

The article is devoted to the protection of rights and interests of children in the Russian Federation. Particular attention is paid to protecting the rights of students and the peculiarities (specifics) of their studies and social activity, in particular the interpretation of the results of a poll of the students - participants of the Children's Forum "Children! The future! Khabarovsk region!" аmong the school students aged 12 - 16 years on the researched topic. Recommendations on the main directions of the children life organization in the context of the protection of their rights and freedoms are discussed.

The new approaches to the content of professional orientation work directed on the social importance of educational programs, justification the determinants of organization of the advertizing activity of the selection companies and ensuring its efficiency are offered. The main directions of interaction with the target audiences are presented: entrants, parents, employers, and also the technological approaches of possible use of the methods of sociology in the course of diagnostics of the professional orientation preferences of entrants are given.

The democracy of participation became the main export product which allowed the modern America become the recognized world leader. What valuable bases are the cornerstone of the American superiority and how the models of export and internal democracy in the modern America differ? Besides, in the article enough attention is paid to interdependence of the development of democratic procedures and the American exclusiveness.

Street: risks and resources of influence on the daily space of the childhood | |
The street is presented in the article as the open, extra institutional, public daily space of the childhood. Two main criteria of this space’s assessment are given as the safety and comfort. Comparison of the adjacent concepts – the street, the yard, the road – helps to allocate the risks and resources for children. Organization of the favorable street space for children is connected with the borders establishment, socially responsible adults’ presence, creation of the comfortable and developing environment. The adults have to teach children to safe behavior at the street. The street promotes formation of the child’s specific social skills: from the skills of interactions with the other children and adults to the skills of safe behavior at the roads. The "new" sociology of the childhood has opened one more important side of child at the street studying. It is the child’s designing of an urban environment.

This article consider evaluation of drug prevention and non-medical drug use, that based on the results of sociological research, conducted in the framework of monitoring the drug situation in the Khabarovsk territory, as well as a poll orphans of the Khabarovsk territory. The research results conducted from 2012 year show consistently low assessment of the efficacy of the drug abuse prevention work, as well as a low level of trust in the "official" counter-drugs propaganda, according to adolescents and young adults. Comparative analysis of the orphans’ survey brings out higher evaluation of the prevention effectiveness and the trust level. Detected trends show the evidence of the tradition prevention methods only under specific conditions in relative to closed institutions. This fact emphasize the necessity of introduction into practice the forms and methods of educational work that focused on personality’s socialization.

The article considers the role of linguistic expertise in proceedings of extremist criminal cases. The basic directions of work of an expert linguist are revealed, the real criminal cases considered by the courts in the Far Eastern Federal District being analyzed. The article analyzes the various forms and methods of linguistic expertise of texts: (lexical-semantic analysis, and others.). Using the materials of real criminal cases the practicing author proves that results obtained in the course of expertise allow us determine whether the text calls for extremist activity, or whether information materials are aimed at inciting hatred or hostility. The author analyzes the most typical mistakes while carrying out this type of expertise and points out different ways of preventing data errors.

This article gives the analysis of resource allocation and consumption by the manufacturing companies of construction industry in the Khabarovsk territory.

One of the directions of criminalistic science is the establishment and studying of the ways of commission of concrete crimes. In this article the main approaches to understanding of a way of crimes commission are considered and the concept of a way of commission of fraud when receiving the means of maternity capital is offered. Besides, the author offered classification of the ways of commission of fraud when receiving the means of maternity capital, depending on the structure of persons who are taking part in commission of these crimes, their characteristics, examples of judicial and investigative practice are also given. The author drew a conclusion on the value of knowledge of the ways of commission of these crimes, on the characteristic of every way for the development of means, ways and methods of their disclosure and investigation.

The present stage of development of the air transport is characterized by the fast distribution of the air carriers of new type called the budgetary. More and more countries and regions of the world cover the process of creation of the budget airlines. With an increase in their share in the air transport the role which they play in the market increases. It dictates the need to pay attention to this phenomenon and to investigate it. The article represents the review of development of the budgetary air carriers in the USA. The market of air transport of the USA became some kind of cradle for the air carriers of new type. The example of the USA gives an idea what will be the possible effect from creation of the budget airlines. In this work the main problems interfering appearing of such airlines are revealed. The attention to the questions of spatial expressiveness of competition of the airlines of this type is also paid. The author believes that this foreign experience can be interesting as the problem of organization of the budgetary air transportation is actually in the Russian Federation including in the Far East of Russia.

In this article the empirical analysis of social characteristics of the Far-Eastern youth is given in a section of its identification communities which were allocated as a result of the researches conducted in the three subjects of the Far-Eastern federal district. The author presented an identification portrait of the young Far-Easterners, their valuable orientation, the sphere of interests and the system of authorities, the youth evaluation concerning its patriotic moods, including its relations to the Far-Eastern region of Russia are considered.
