Strategic planning in the Khabarovsk Territory: synthesis of de-velopment ideas.
The main stages of work on formation of a strategic plan for devel-opment of the Khabarovsk Territory for the period until 2030 are con-sidered in the article. The scenario method for reviewing and adjusting the projects of regional strategic development is generalized. The role of the expert community, public organizations and the population in nominating, selecting and working out the main ideas of regional de-velopment for the future is shown. The detailed description of the ac-cumulated experience of multilevel coordination of strategic landmarks for the regional economic system, the formation of a set of goals and tasks, and the definition of a tool for strategic economic policy are giv-en. The main objectives of the strategic development of Khabarovsk Territory for the period up to 2030 with the quantitative parameters characterizing them and the methods of phased achievement of the tar-get strategic indicators are described.

The article describes the factors influencing the investment process-es, the problems of quantitative assessment of the investment climate factors in the RF entities are investigated. A system of reliability index-es of the investment climate is provided. The complex integral objec-tive index of reliability of the investment climate of a number of the RF entities is identified using a reasonable system of the objective indexes. The relationship of the investment climate indexes and fixed invest-ments at the territory of the Russian Federation entities is discussed. proposals and preparing them for implementation in the regional eco-nomic policy is shown.

Fuel and energy complex of Russia: assessment of resource poten-tial and the safety
In this article analysis of the results of activity of fuel and energy complex (further – energy industry) the country and its resource oppor-tunities and also the assessment of efficiency of use of the resources and energy security of the energy industry is given. Indicators for the assessment of degree of efficiency of use of resource capacity of the energy industry are offered.
4. A.Yu. Tarasyuk Russia-China cooperation: challenges, priorities, prospects
Sustainability and the positive development of Russia’s and China’s economies have a special importance for the trade and economic rela-tions and are vital for the planning of the mid-term and long- term co-operation strategies. Russia and PRC have an immense potential of the bilateral investment cooperation both in large projects and in small-/mid-size entrepreneurship in various industries. The inter-regional cooperation between Russia and China is gradu-ally becoming one of the most efficient cooperation mechanisms. An important aspect in cooperation is the development of the regulatory framework, in particular, in signing the inter-regional framework agreements in trade, economy, R&D and culture.

The state and prospects of trade and economic cooperation be-tween the Northeast of China and Russia
In the north-east China borders with Russia. Since the opening of the borders in the 1980s bilateral trade and economic cooperation has been actively implemented between two countries. In general, the de-velopment of trade and economic cooperation between the three prov-inces of North-Eastern China (Liaoning, Jilin and Heilongjiang) is not stable with a low level of trade, a monotonous commodity structure. In addition, there is a huge passive trade balance. A similar situation is observed with bilateral investments.
6. A.N. Baisheva Unemployment: problems and coping ways on the example of the Republic of Sakha (Yakutia)
The article describes problems of unemployment and ways of cop-ing on the example of the Republic of Sakha (Yakutia). The author draws an attention to problems of regional unemployment and gives data on economic activity of population, levels of employment and un-employment. The article presents a correlation of unemployed people and economically active population by years and levels of unemploy-ment according to age groups. Besides, the author suggests measures and coping methods that are applied in the Republic to increase the level of employment and jobs. The article presents an analysis of the statistical data results on un-employment in 2016 for regions of the Republic of Sakha (Yakutia).

Dynamics of formation of the students, professional motivation
The article presents the results of an analysis of the aspects of the choice of the profession of a dentist, the specifics of training in a mar-ket economy. Factors and conditions that determine the inadequate level of practical training of young specialists for the implementation of modern standard technologies are revealed and analyzed. It is justifia-ble that the mono-holistic mechanism of recruitment of applicants to dental faculties as a result of the Unified State Exam has a negative impact on the professional choice of students motivated to achieve a high level of professional skill. In the opinion of the author, a modern model of the implementation of educational services needs to create a system of motivations for the progressive professional development of specialists.

The article presents the analysis of the problems and possibilities of youth employment in the Khabarovsk territory, the urgency of the giv-en direction of the youth policy to achieve the planned development of the region in terms of socio-economic transformation. The main prob-lems faced by young professionals when trying to find a job. Among the channels of employment of young specialists is considered formal and informal, as well as selected contemporary methods of employ-ment specific to young people. One of the priority ways considered opening their own business. Accordingly, the analysis of the entrepre-neurial potential of the youth of the Khabarovsk territory. The paper uses and analyzes statistical data and results of monitoring sociologi-cal research «Youth of the Khabarovsk Krai: problems and pro-spects».
9. V.N. Shiyan About welfare tenors of people’s life: view of methodological aspects of a research of Russia
The sociality of ways of activity of people is determined, first of all, by their composition, qualitative characteristics of activity: images and lifestyles, behavior, traditions and customs, values and reference points, priorities, and also many other components entering the worlds of population of the specific territories and the communities function-ing there. Dynamics of the public relations determines variability of social ways according to the regularities inherent in them and created in these conditions features of development. In the modern conditions of the world structure reformations researches in the field of civiliza-tion, planetary, global and other «scale» transformations including reproduction, migratory, ethnic and the other social processes became hot topics. For the specific territories and communities they are con-sidered within the basis: strategic, resource, trunk, life-supporting, cul-ture and the other components. Also Russia, its Far East, practice of their entrance in the world community isn't an exception in this relation.

The article reflects some aspects of the work of the regional human rights institute for the development of the system of state protection of the rights and freedoms of citizens of the Khabarovsk Territory. Par-ticular attention is paid to the improvement of normative legal acts of the Russian Federation and the Khabarovsk Territory, as well as to the elimination of «gaps» in the legislation revealed by the citizens during their consideration and ways of replenishing them.proposals and pre-paring them for implementation in the regional economic policy is shown.

Problem field of the civil society's lifetime in regional measurement
There are the most actual problems of the Khabarovsk’ population activity where the main subject of the regional civil society considered. We show their conditionality by objective and subjective factors and conditions reflected in statistical indicators and data of sociological surveys of recent years. It is justified that economic, social, interna-tional and infrastructural problems of the region's population reflect the ambiguity of the modern social situation and determine its social well-being. The decline of the population's quality of life contributes to the growth of social tension and the intensification of social deviations.

The analysis of characteristics of civil society is opened by means of three of its important elements: social activity of citizens, activity of various institutes of civil society and influence of these institutes on adoptions of administrative decisions. The emphasis is concentrated on fundamental characteristic of civil society – social activity of citizens. The author analyzed social and protest activity of inhabitants, and submit characteristics of three types of social activity: individual, pub-lic and institutional. The analysis is based on the results of three years' monitoring sociological research of population of Khabarovsk territo-ry (2013 – 2016), which demonstrate us that the level of a real in-volvement of citizens into various social interaction’s networks and into the structures and institutes of civil society is still low.

The article is devoted to analysis of the development of the volun-teer movement in the Khabarovsk territory. Volunteering is considered as one of the most important indicators of development of civil society in the region. Interpretation of the concept of volunteerism from the point of view of system approach in social science. The article de-scribes opportunities and resources for volunteer activities as an insti-tution of civil society in the development of the region. Describes the features and direction of volunteer activities in the Khabarovsk region, presented the main activities of the volunteer organizations in the prov-ince, given the characteristics of the main events organized with the participation of volunteers for 2016. The basic directions of support of the volunteer movement in the Khabarovsk territory.

The article shows that openness in the police activity in a doctrinal manner finds its expression in the normative respect in securing the principles of openness and publicity, public trust and support of citi-zens, in the sociological dimension - in the results of sociological sur-veys, as well as in the rating indicators calculated including Based on expert assessments and statistical data. The article shows their multi-faceted nature and implementation practice. The author comes to the conclusion that in the post-reform period in the Ministry of Internal Affairs of Russia the state of openness, the level of public confidence in the police has a positive dynamics. At the same time, the practice of translating certain provisions of the openness of the police requires further improvement.

The problems of providing public order in contract relationship aimed to satisfy the massive social needs
The article presents the results of the authors’ research of public contract law institute condition and arising from it features of legal liability. The authors consider a theoretical essence of public contract in the aspect of its social significance. The analysis of public contract institute legal regulation provides a representation of real status of so-cial relations which it (institute) settled; reveal a degree of positive im-pact on society and value the risks of legal gaps and conflicts in the contract relations with public interest. Also it allows formulate clear conclusions on the need to improve the law in this sphere.

Medical workers’ insurance contract of professional responsibility
The article is devoted to the insurance of medical workers’ profes-sional responsibility as a perspective institution, directed to the satis-faction of patients interests as well as medical organizations and its’ workers. This kind insurance proper legislative control absence is not-ed in the article. Practically, all the questions, connected with the in-surance contract making, are left for the Parties’ agreement. From time to time, it decreases its social meaning and do not fully provide compliance of the participants’ interests in the appearing legal rela-tions. Special attention in the article is paid to insurer as a professional responsibility insurance contract Party: may a Juridical Person (indi-vidual entrepreneur) be an insurer for the contract; at the expense of what means an insurance premium by the State (municipal) medical organization.
Besides, based on the made investigations, it is supposed to connect insurance tariff with Medical workers, who directly interact with pa-tients, not with characteristic of medical organizations.

To the question about planning of investigation as a way of opti-mization of work of employees of the investigative bodies
The Investigative activity is a laborious and many-sided process. Misunderstanding by staff of the investigative bodies of the importance of planning the investigation and its inefficient implementation leads to the bottom-who quality of preliminary investigation. Consideration of planning as a method of optimization of work of employees of the in-vestigative bodies will improve the efficiency and quality of investiga-tion and, therefore completing a complex task facing the investigating authorities of the Investigative Committee of the Russian Federation. The authors on the basis of the study, generalization of investigative practices gives practical recommendations, on-board on improving the process of planning the investigation as a whole, and different direc-tions in particular.

Wood as a benefit and source of wealth: philosophical and economic sketch
The sketch of historical formation in public consciousness, first of all in its scientific segment, the ideas of economic, ecological, axiologi-cal value of the wood is presented in this article. As originally scientific research is presented by a philosophical discourse, authors pay atten-tion to antique sources of a legislative and naturalists' thought, ad-dressing Platon's «Laws». Development of the idea of economic value of natural resources in the Middle Ages and Modern times is traced. References to works of the great European and Russian scientists ar-ticulating axiological value of the wood in the history of mankind are given. The main milestones of development of the forest legislation in Russia and abroad, the main approaches to understanding of the wood as the benefits are considered.
21. T.A. Yaroslavtseva From the history of development of a system of sanitary and eco-logical safety in the municipal economy in the Far East of Russia
In the modern society sanitary and ecological safety is considered as a com-ponent of national security of the state along with the eco-nomic, defensive, power, industrial, fire, information and the other types of safety.
Growth of a number of inhabitants in the cities significantly influ-ences an increase in the volume of sewage, garbage and violation of the ecological habitat therefore the questions of collecting and garbage disposal, organization of external improvement and gardening of the inhabited places in the agenda of meetings of the bodies of the munici-pal government always took an important place.
For external improvement of the cities, working settlements treat the facili-ties: city roads, sidewalks, city green plantings: parks, squares, public gardens, green plantings on the streets and roads and the ele-ments of small architectural forms on them; constructions of sanitary cleaning of the cities: grounds for burial of household and other waste (dump), the plants on industrial processing of house-hold waste, waste collection stations, fields of sewage disposal and composting, drain stations, cattle mortuaries, public toilets; beaches, etc. Assessment of a con-dition of the system of sanitary and ecological safety of the habitat of the person, its influence on the life support and ecosystem of the cit-ies, demands an additional research.
The history of formation and development of a system of sanitary and eco-logical safety in the municipal economy on the example of the Far East of Russia during the pre-revolutionary and Soviet periods is shown in the present article.

Еcological standards and organic agriculture: perspectives of legal regulation
The article examines the issues of environmental standardization or-organic agriculture, the prospects of legal regulation of this sphere of activity, the possibility of introducing special agronautica that allows you to track the entire process chain of production with the character-istics of «eco», «organic». In the study based on the analysis of provi-sions of Federal law No. 7-FL of 10.01.2002 «On environment protec-tion» (as amended on 03.07.2016). The need for measures aimed at the development and improvement of the system, in particular, the en-vironmental certification of organic agriculture, due largely to the fact that a large number of enterprises of the country produced, in fact, en-vironmental products, not knowing it or not being able to prove it. The article investigates methodological and economic issues of ecological certification of organic agriculture studied the foreign experience and international practice. The study will assess the prospects of ecological standardization and legal regulation of organic agriculture.
23. А.V. Yaroslavtsev Ecological innovations in the housing and communal services: spe-cial contribution to improvement the qualities of life of the citizens
The modern city can't be presented with the overflowed ballot box for garbage, surrounded with the grounds and illegal dumps. For for-mation of a new quality of the Russian cities and public spaces it was entrusted to the regions to hold a number of events for starting of a new system of collecting the waste – from forming of a system of col-lecting municipal waste, before construction of the modern waste recy-cling plants. In 2016 and 2017 the capital of Siberia (Novosibirsk) be-came the platform for holding the International forum «City Technolo-gies» where the new technologies for everyday life of citizens were dis-cussed. The innovative technologies presented at that forum have posi-tive practical experience of application. As A.N. Lyul’ko noted «inno-vations don't take root for the sake of innovations. The major problems are solved with their help».
Innovative developments in the housing and communal services having practical application in the Siberian federal district are shown in this article.

24. P.I. Pischikov Concession agreements in Russia: economic retrospective
In this article, the issue of the application of concession agreements in Russia in the period of the USSR is considered. An analysis of the economic retrospective is one of the basis for building future strategies for the development of the country's economy as a whole and, in par-ticular, for individual regions through the use of a concession mecha-nism. Sustainable development implies the adoption of strategic deci-sions that are the basis for implementing specific projects and solving applied problems. Thus, in order to achieve sustainable economic de-velopment, it is necessary to develop, adapt and implement sound stra-tegic decisions that are both general and «special». Concession agreements as one of the mechanisms of public-private partnership contribute to the sustainable development of the economy of the Rus-sian Federation in general and the Khabarovsk territory, in particular. Economic retrospective application of such agreements allows take into account the Russian experience in the development, adaptation and implementation of this mechanism. The study of this experience will inevitably assist in the implementation of the concession coopera-tion plan at the present stage of development of the economy.
25. V.A. Kulikovа The problems of development of transit potential in the Far East and the ways of their solutions
Topical problems of transit potential development, the reasons for creating conditions for new «transport products» and improving the quality of service in the Far East during the economic crisis caused by the introduction of anti-Russian sanctions were considered in the sci-entific work. Delivery of goods in containers is one of the most popular ways of transporting goods all over the world. The market of container transport in Russia has recently grown at the rate of 20% per year. Today, the pace has slowed slightly. The fault is the economic crisis and the political situation, despite this, the work on the development of container transportation continues: new routes for container trains are organized, transport technologies are improved, new services are de-veloped. The article is devoted to the today's most important task – creating conditions for new products and improving the quality of ser-vice in the Far East, which in the current economic situation can be a good help to a fading economy and give a powerful impetus to the de-velopment and strengthening of foreign economic relations between Russia and the APR countries.
